I live in Annandale, Virginia. I have lived in Fairfax County for more than 34 years, and I am a registered voter in the County.
I am a Catholic and a member of St. Michael Catholic Church in Annandale.
I am from Texas. My wife Georgia who was also from Texas died of cancer in 2000. We were married for 32 years and blessed with six children. In 2008, I married Gloria, a Mexican University teacher, on the Feast of Our Lady of Guadalupe (December 12).
I am a graduate of the University of St. Thomas in Houston (BA Degree, History major and took courses in Philosophy and Theology for three years.) and the University of Texas School of Law (LLB, now called JD). Also, I attended Georgetown University Law Center in their Graduate Law program and studied Spanish at the University of Mexico in Mexico City
I served three years in the Texas Air National Guard and three years in the U.S. Air Force Reserves.
I am a retired career Federal employee and a former State Representative in Texas. I defeated a popular incumbent in a legislative district with two counties. His home county had five times more people than mine; no one thought I would win. I was reelected and served for three terms, six years.
I have played a major role in protecting human life. It is my belief that God has used me to accomplish some great pro-life victories. God likes to use little people to do great things.
My pro-life work began in January 1971, two years before the U.S. Supreme Court issued its infamous Roe v. Wade decision. At that time I obtained the first and only temporary injunction by a United States District Court to stop abortions.
I was not involved in the pro-life effort when I learned of planned abortions. I think it was providential that I learned about the killings that would soon take place. My deceased wife Georgia before our marriage shared an apartment with a woman who became an Air Force nurse stationed at Lackland Air Force Base in San Antonio. The nurse told us that the Air Force hospital at the base had 15 abortions scheduled for the next week. I thought they are going to kill these babies. I could not sit back and just not do anything, so with the great help of a former University of Texas law professor of mine, the late Joseph Witherspoon I filed a federal lawsuit to stop the abortions.
I originated the first pre-Hyde type amendment. The Hyde Amendment sponsored by the late Congressman Henry Hyde has saved the lives of over one million unborn children.
I also originated the legislative effort to stop the military from performing abortions anywhere in the world. I enlisted the assistance of Nellie Gray, who helped me pass the Dornan Amendment which ended almost all military abortions.
I played a vital role in stopping most of the abortions under the health insurance program for federal employees and their families. One Congressman who had been sponsoring an amendment to halt the abortion program, about 17, 000 abortions each year were being paid for under the program, decided not to sponsor his amendment on a Continuing Resolution. The Resolution was being considered late at night. I talked to the Congressman to urge him to change his mind and sponsor the Amendment. He refused to do so I went that night to the office of Congressman Chris Smith, a freshman member of Congress at that time, and explained the need for the Amendment to be introduced and passed that night. Congressman Smith immediately left his office ran to the House of Representatives and took care of the problem. The Amendment which currently stopping payments for most abortions under the program is called the Smith Amendment, after its sponsor Congressman Chris Smith.
I have worked 23 years in the National Office of the IRS in Washington as an Exempt Organizations Tax Lax Law Specialist. I have also worked for the U.S. Government as an attorney for the Small Business Administration in their disaster relief program and as a staff assistant for a U.S. Congressman who was a member of a special joint congressional committee to consider difficulties with entitlement programs and possible solutions. As part of my duties, I attended all sessions of the Committee and prepared written reports on the sessions and some technical analyses of proposed legislation.
Also, I worked 3 ½ years as a regular full-time teacher in public schools and a Catholic school in Texas.
For six years I worked as an attorney in the private practice of law also in Texas.
I was a former Executive Director of Americans United For Life and Co-Founder and President of the Catholic Truth Society of America.
